"Perpetual flame" in Franklin Square?

    Hi all,

    I was in Franklin Square this evening, with a friend who wanted to take some night photos. I was surprised that the fountain is still running in this weather. It's beautifully frozen over, but doesn't it risk having the pipes freeze, especially for the stream from the very center, where water is no longer coming out?

    More disturbingly, the "perpetual flame" at the Heroes Memorial is not lit. What happened? I remember that they had a design competition in 2010/2011, but the end of that competition is all I can find online. And it seemed like they were going to leave the sculpture and "flame", but change the immediate surroundings.

    So if SquareBurger is open and the fountain is running, why is the perpetual flame out?
