    This is an interesting different proposal from Clarke's but bound to wreak havoc on total revenue projections. I like that Clarke's specifically targets certain income brackets, whereas this rule benefits any family thats been in the city for generations. There are some number of people with money living in Grandma's house (or house where the title is still in her name) that make out like bandits on this proposal, even in areas that were never poor, like Chestnut Hill.

    It seems like reducing property taxes based on length of ownership or income would violate the uniformity requirement of the PA constitution. Do any other cities and counties in PA give property tax breaks based on income or length of ownership?

    Agreed. Or so the courts would say after someone took it to court.

    Not that I know of but most have not let their assessments sit with no system-wide reassesment process for 25 years either. Its an attempt to make long time residents happy, whether legally sound or not.

    As I suspected, Rue 52 is the work of the company that owns 444 Flats on S. 52nd and a building on our block, Sean.

    From South 52nd Street to Lancaster Ave: A look at two new cafes on two up and coming commercial corridors

    On the opposite end of West Philly, Rue 52, will provide an urban, French influenced setting for its patrons when it opens in early July. "Rue," which means street in French has brightly painted walls of varying colors and concrete floors. Attorney Mahari Bailey of Love Real Estate Group envisioned a place "where French skateboarders would hang out," when envisioning the café’s design. Complete with outdoor seating, tables will line the shops front with ample seating, and the back room will come complete with flat screen TV’s playing a combination of the news and sporting events. Artwork for sale, on a consignment basis, will line Rue 52’s walls.

    Of course, part of Rue 52’s French theme results from the influence of Bailey’s business partner Jean-Luc Fanny, who Bailey describes as a "a master roaster with his own café on 17th and Wallace Streets." In addition to Fanny’s roasted coffee, Rue 52nd will also provide French pastries, waffles and French sandwiches. As a completely green building, Rue 52nd will even sport LED certified lights
    Oh noes, outdoor seating!

    The developer lives in Wynnefield and does not appreciate the police pulling him over repeatedly for no reason.

    the cafe idea is great under any circumstances, but i am glad to read that this project is being undertaken by a black investor. i think it is important that philadelphians of any color seek to crack open the appalachia-like paranoid isolationist mentality that prevails in so many of the city's old school neiborhoods. this situation needs to be thought of in terms of diversity vs. isolationism, not race vs. race or class vs. class - although obviously race and class play a role, tjey are not the dominant issue.

    The Frenchie is the guy that owns Café L'Aube, which at least according to the cranks on this site, appears to be pretty good.

    He actually doesn't own that building on your block anymore--sold it recently--but I recognized the name immediately. A friend of mine used to rent from him on your block.

    Take everything jazzsinger said in this thread, make him white, make the date the 1960s and replace his fears of whites moving into his grandmother's neighborhood to black's moving into his grandmother's neighborhood, and what do you have. An easily attacked racist. This also annoys me about the Pointbreeze crap, that was an overwhelmingly white hood too at the same time. White people hating blacks for "ruining" their hood is no different than this dude's racist rants. The irony is he is black, so he doesn't understand that he is in fact a racist. Even racist whites tend to understand when they are being racist.

    Good to know! I swear I checked the OPA when this thread first went up but maybe they only updated the sale recently. That would explain a couple things. I think I said Hi to you on the porch once but didn't know you=WalnutHill.

    Poll to the thread, are we liking this place's style or what? Symbolism in the decor choices?

    New Openings on Baltimore Avenue | Foobooz Philadelphia

    The second addition, Rue 52, is a creperie and espresso bar coming to 503 S. 52nd Street. Rue 52 will serve a Philadelphia twist on traditional French café fare from 7:30-6pm Monday-Thursday, 7:30-7pm Friday and Saturday, and 10-6pm on Sundays. The café plans to open to the public on September 15th but will confirm it via their Facebook and Twitter as the date moves closer.
    But can someone tell Foobooz Larchwood is not Baltimore Avenue?

    Yes "on Baltimore Ave" is an unfortunate turn of phrase since neither restaurant is technically on that street. 52nd and Larchwood could be considered the same area in the way that Headhouse/Fabric Row/ South Street includes stuff not on South St. though, I suppose.
