    Sources: Cop repeatedly Tasered teen in jail

    The 17-year-old boy was arrested for fighting on April 24, charged with disorderly conduct and placed in a holding cell, according to sources. The officer allegedly Tasered the boy up to nine times, sources said, for reasons that are still unclear. The juvenile was allegedly Tasered once in the head and may have been handcuffed, sources said.

    Although Reed said that the officer in question will be on desk duty while the investigation is ongoing, Rutland said that the borough doesn't have desk duty and that the officer would be off the schedule until the investigation is complete.

    Reed is heading the department while Chief Bryan Hills remains out because of an ongoing legal battle with borough council. Hills was fired in 2009 for issues including a dispute over the amount of overtime used by police, but last year an arbitrator determined that he should get his job back. However, borough council continues to fight the decision.

    or is it ok to taser somebody who's in jail anyway..??

    Depends on the circumstances. If someone is resisting, out of control, trying to injure themselves, someone else or escape and force is justified, then yes a Taser can be used in a jail.

    I hope the chief and mayor do a full and thorough investigation and let the chips fall where they do and not just suspend or punish officers to appease the media and public.

    COLWYN, Pa. (CBS) — The Mayor of Colwyn declared a State of Emergency Wednesday night, and that’s not the only development in the investigation into why police tasered a teen who was in custody.

    The Colwyn Police Department has 14 officers on the force, but the tasering incident resulted in suspensions, leaving just 10 on the job.

    According to Mayor Daniel Rutland, not one of the remaining 10 on the job was a trained supervisor who can run a police department. Thus, late Wednesday night, he told reporters he was forced to reinstate a Lieutenant the Borough Council had suspended earlier in the evening.

    Sounds like Colwyn has some deep seated & ongoing issues, regardless of the Taser issue.

    Wow! This gets more twisted by the minute.

    A YouTube video shows Colwyn Deputy Chief Wendell Reed Tasering a parking enforcement officer for laughs inside of the borough's tiny police department.

    The video, which was uploaded in January, shows the parking enforcement officer on his knees inside of the police station. Reed, who is in the white shirt, hands the prongs of the Taser to the man while a third officer stands behind and watches. All three laugh hysterically before and after Reed Tases the man.
    And in reference to the more recent incident:
    Last night, in a closed-door executive session, borough council voted to suspend Seitz with pay. Sources said it was because council members were angry he investigated the incident, suspended Parham and reported it to Rutland.

    Following the meeting, Rutland declared a state of emergency in Colwyn so he could reinstate Seitz.

    Sounds like there's more of a problem in the boro's Council than the police force.

    NBC 10 Philadelphia : Chaos in Colwyn Amid Alleged Tasering of Teen

    Quite a scene Thursday night at a meeting in Colwyn, Delaware County. The borough council rescinded a state of emergency issued by the mayor, saying Mayor Daniel Rutland had no authority to issue it.

    In a raucous meeting, the council also voted to reinstate the deputy police chief. Wendell Reed was suspended after allegations he was involved in a cover-up involving a teen allegedly tasered in a holding cell.

    Minutes after Reed was reinstated,he walked into the Colwyn Police Department looking for his gun and badge.

    “I request you hand over my badge and gun, my keys and protect the citizens of Colwyn” Reed said.

    After exchanging some angry words, the Mayor told him to leave, because while he’s technically back on the job, he’s not yet back on the schedule.

    This is a perfect example of why police forces should be county-wide or regional rather than borough-sized.

    It's ridiculous that Colwyn and Darby don't have a combined police force. Given their position bordering SW Philly and population density, they could use all the help they can get. I think it's an issue of Colwyn not wanting to become Darby or admit that they could.

    Cop Accused of Tasering Teen Charged | NBC 10 Philadelphia

    The Colwyn police officer accused of tasering a teen while he was handcuffed and locked up in a holding cell is free after posting his $25,000 bail.

    Cpl. Trevor Parham turned himself in on Thursday. He is charged with simple assault and official oppression, both 2nd degree misdemeanors, District Attorney Jack Whelan announced in a press conference.

    He claimed the kid was talking sh*t and kicking things. If that's true then it's a tad bit different than just not wanting to talk. Did he deserve to be tasered? Probably not, but it's a much different picture if true than the one Philly.com and other places were painting of a kid getting tasered for refusing to snitch.

    If you're already in the cell, there is zero reason for tasering. A taser is supposed to be used only to subdue a dangerous perpetrator.

    But of course, I'm wondering why there isn't a huge lobby trying to get this weapon banned outright. Haven't enough people been abused by police with this thing...and more than that, isn't one death from it enough, let alone the hundreds of deaths that have now occurred? Last time I checked, a "non-lethal" weapon is supposed to be non-lethal. That means that the second a death results from it, it should be taken away forever.
