Barking dog at 2223? Catharine

Anyone else fed up with the incessantly barking dog at 2223 Catharine Street? Anything that can be done about it? I tried calling 911 - they won't come out - and I already filed a complaint with Animal Control...

Nope, not dumb; that's how it's done in Philly. I've been told by none other than the people who answer the phone at 911 that it is right and proper to call 911 for such things as barking dogs and illegal parking. Having moved here from another large city, I had a hard time calling the same number for seemingly trivial annoyances as I would for a multiple murder...but that's the way it is here.
