Is it a code violation of the cornice is missing, exposing lathe and plaster underneath?

Recently spotted a house where the entire cornice section of a house is missing at the 2nd floor level (3-story with a mansard roof), and the lathe and plaster wall structure is visible for the width of the house. Some pigeons where just chillin' up there, as well. Does that sound like a code violation of some sort?

Are you talking about a City owned property? Because demo is about the only thing they do. If anything.

Based on the shape it's in, I expected it to be PHA, but it looks to be privately owned.
