Tried it twice on my block USING THAT FORM and also TALKING TO A MANAGER at the streets department, they told me if all the cars were moved they would do it. I put flyers on all the cars and to my
suprise got all them to move except for two.......well when I got home from work the street was not cleaned.....not suprised.
I called and talked to a manager and was told they came out and that there were two cars still cars left on the street and that they would not clean the street because there were there.
After that I gave up and realized the streets department just like the rest of the city are run by a bunch of idiots!!!!!!!

I've had the "street cleaning on xx date" on my block a few times, but never actually seen the sweepers. I've also read many times on this board that if you call to complain they just say "well all the cars must not have been moved".
Street sweeping would be nice, but it would require no parking for some portion of one day a week, on both sides of the street, in order for them to sweep the street. so it's those street parkers who block street sweepers.
That said, my understanding is that homeowners are responsible not only for maintenance of their sidewalk (including litter), but also maintenance of the first couple feet of the street at the curb - i.e. the gutter (including litter). so in lieu of street sweeping, more people could help out by actually sweeping the trash out of the gutter in front of their house each week. another big thing would be if young adults renting houses or apartments in the area would actually spend like $1 or so and buy some friggin decent trash bags, or a trash can, to put out, rather than some overflowing moist paper bag that spills all down the block. the other 50% source of street trash is losers who throw their mcdonalds bags etc out of their cars, when they park on the street - i.e street parkers
I can tell u that most of the trash on my block comes from the rec center and the people using it PLUS kids walking by throwing their chip bags and soda cans on the pavement, not from a car going by. Growing up in the city the streets were always cleaned by the city plus people actually cared how their house looked and actually cleaned in front of their homes.
Street sweeping is a fact of life in every other comparable city...the fact that we don't have it is somewhat embarrassing. City's are dirty, not just talking about litter either....it's the dust, dirt and debris that piles up naturally...its gross and it needs to be cleaned out.
Anyways, individuals emailing the streets department ad hoc is probably not the ideal solution which is why I suggested SOSNA taking some sort of a point role in organizing it for 'hood. Presumably an established and respected local organization will have more impact and sway in getting this done...
Greening committee? Trash cans are nifty, but organizing monthly sweeps of our hood via the streets dept will make a huge difference.

I guess it's kind of a microclimate thing in terms of what the main source is for the litter on any particular block. I'd like to add the corner store and their customers (including the dealers) to my list of litterers. That said, although I do not disagree with you or your trash issue, honestly on my block a whole boatload of commuter parker types unload their dunkin donuts bag or mcdonalds (Half eaten), pepsi bottle, etc., right into the gutter. And the college or young renters have crappy trash bags and put their stuff out on the wrong day or not at all. Pluse some of the trash guys are lazy ****s who delight in leaving items behind. There are also a lot of pedestrian folks who just unload their food waste/trash wherever they like, and I'm sure this is a big part of the problem by you like you said. It kills me that we can't have trash cans on each corner, as there are literally trash trucks in the neighborhood, and especially on my block, everyday of the week. We'll never solve our problems with $5000 trash cans. The city has lots of folks on the payroll (this is not shrinking). We need to insist that they do what they're paid to do, and yes some of that should be street sweeping. They should pick up corner trash cans more often too, and there should be more of them, in any form. I'm not against the brave efforts of folks to get bigbellys, but it doesn't change the fact that the city wastes a great deal of our money and keeps reducing services.
