    Kelly, who was credited with cleaning up many of the problems in NYC's public housing, apparently had no clue of what he was up against when he came to deal with the out of control and politically influenced corruption that exists at PHA. The $400 million annual budget would appear to be far too much money for the local political powers to entrust to someone who eventually may have uncovered some of the criminal activity at the agency and could have named names in the future.

    Shootings, murders and drug activity are still prevalent in or around many PHA properties. Drug gangs operate freely from public housing and scattered site and HCV properties continue to bring crime and blight to our neighborhood. Take a look at the PHA houses on the corner of 22nd and Fitzwater, for example. Every single one of the houses has tenants who are career criminals. Recently, there was a shooting of a dealer who lived at 2136 Fitz. for 32 of his 33 years. The local papers state that he was shot once in the back of the head, execution style, and that he lived on Haverford Avenue. They didn't state that he had recently moved there, and arrest records show a long history of dealing in SWCC and an address at 2136 Fitzwater. The rest of his family is still living in the PHA home where he grew up. Yet, according to HUD and PHA regulations, the family could and should be evicted--even if they were not involved with the criminal activity. Of course, we can't expect anyone at HUD or PHA to enforce their own laws.

    Clearly, no one has the ability to fix PHA and the only way to stop the continued waste, fraud and corruption is for PHA to lose all future funding.

    Would that be considered a new job created ?
    how long did he work here?
    Did he help solve any problems to deserve such a raise & promotion ?
    did he uncover any waste & fraud?
    Did he take a test to achieve this new position? Or the old position? (what makes him qualified ?)
    What changes has he promoted in the past ( besides political ) ?

    Following reports from several employees at PHA, HUD initiated a review and determined that there was no illegality in Kelly's actions.

    What the article doesn't mention is that Kelly appointed his mistress to a senior staff position even though she was not qualified for the post, and that he approved several large pay increases for her.

    All of this comes at time when there are still several federal investigations being conducted which will, most likely, end in settlements which would cost the agency, well us, the tax payer, millions of dollars.

    And now Harrisburg is discussing giving the agency back to local control? What? When are these people going to learn that PHA is, has been, and always will be an immense failure. Really, what do we have to show for the $400 million spent on an annual basis? Look around our neighborhood and you'll see--drugs, blight, shootings, murder, rape...

    After questions began to be raised, the 38-year-old woman who was here on a work visa suddenly resigned three weeks ago and went back to her native country.

    Does anyone have any idea from what country she came? or what her native country is ?
    kinda hard to find qualified workers these days isn't it ?

    I just love how screw-ups in the Federal Government rarely get fired - instead they get Promoted! Great! I'm sure the latest PHA head needs a new job though at $300k year, and I'm damn sure he won't find one anywhere else outside of HUD.

    Here's a neat screen shot of the rear of 1522 Catharine - a PHA home used frequently for drug sales, and where the occupants have been busted with illegal drugs and weapons in the home. Yet PHA won't evict them. Nice.

    Here's the back of the place - definitely some doors and windows violations here. PHA did rehab the entire front home though before moving the drug dealers in, so they can have a nice place to sell drugs out of all day and night. 1518 rear is two doors down and is generally not kept up at all either, no sidewalk for instance, or fence/gate. Great job guys, keep up the good work with your $140 million dollars of stimulus funds alone.
