Can anyone give me a general idea of how much it would cost to add a third story to my house? Any insight into the process of getting it done as well, would be amazing...I feel like this will not be an easy thing to get approved by the neighborhood.

Would that apply to adding a second story balcony like my neighbors a few feet a away have?
We did it a few years ago in QV (had a small dormer and replaced it with a full third floor and attic). I can't tell you the cost because we did a ton of other major renovations at the same time, but in terms of zoning it was straightforward. We brought plans to our neighborhood committee, they asked a few questions, then we went in front of the ZBA with photos and drawings. The biggest question they had was whether it would make our house disproportionately tall for the neighborhood, and we had pictures showing that we would still be shorter than several of our closest neighbors, so it was fine.
They built the townhouses next to me far taller and their balconies are level with my bedroom windows so there is no more privacy . In fact one room is useless as a bedroom now.
They also failed due diligence of environmental procedure on the known to be contaminated industrial site with a creek underneath and did both excavation and demolition without permits. Releasing toxic vapors and brick and cement that sent me to hospital several times.
I've been displaced from my house for nearly seven years now due to reckless and illegal building procedure but the political connections are thick. John Connelly, leader of the 9th ward committee set up the project and was signed on as first real estate agent. Derek Green attorney to Marion Tasco and his buddy then Ward Leader with retired Council Donna Reed Miller pitched the project at planing and zoning. The District Attorney - best friends with Vernon Price and Derek Green ( Vernon Price now on his staff) allowed these environmental crimes and retaliation crimes against me. Seth Williams has failed to prosecute these felonies. Of course Philadelphia District Attorney's collude with those who get them elected. That is the Philadelphia way and also called racketeering.
These city agents and city council have sworn duty to protect health and welfare and property of citizens in zoning and planning, but their crime were so bad that they deliberately chose to harm me rather than correct there mistakes. They are still doing it.
After my first ER visit due to emergency haz mat exposure, the city attacked me and secretly trucked away several hundred thousand dollars of contaminated dirt. The D.A. and police have allowed rape threats and assault over and over and threaten me with whistleblower retaliation.
Now Cindy Bass has taken over this ongoing terrorism and stands with Ken Weinstein, 9th ward democratic committee, Leanna Washington, Chaka Fattah , Jim Foster ( who received many copies of violations and could have saved my life but said his friends owned the land and refused to stop these crimes at the start with a serious of honest investigative journalism) , Seth Williams, many from EMAN including Vernon Price and Derek Green and Dan Murnoff, in collusion with direct and deliberate crimes on me which from which I suffer increasing health damage from exposure to the haz mat from both bad building practices, brick and cement dust releasing asbestos and silica and the chemical dumping vapors on the former Anastasi site next to the Sedgwick Rail station. ZBA and planning and Le Anna Washington's office and City Council ignore several doctors demanding data and immediate removal from site.
As I said they attacked me and secretly trucked away contaminated soil without due diligence or keeping neighbors safe.
The hate crimes, whistleblower retaliation and a multitude of crimes and abuses toward me , promoted by the leaders of the NW and City Hall continue and get worse. Of course the lawyers in the city are all tied to politics and developers.
City Council just signed a measure stating that gas fracking was violating the long time and national bottom line laws about protecting the health and welfare of neighbors in zoning and yet the Philadelphia Governing body has been killing one woman for years and committing many crimes in order to protect their own cronyism and collusion with their developer friends who get them elected.
