    Default 10th & Winton Eyesore

    Does anyone know anything about the eyesore building on the SE corner of 10th & Winton? I thought L&I came out and posted something last year on the 10th Street side. Now the roof has been half torn out and there if graffiti all over. I didn't even mind the graffiti but now someone has taken to unsuccessfully tearing it off and making the building look even worse.

    Any idea on how to find out more info on the owner or L&I info about the building?

    Well I found that Jules and Patricia Mendelsohn of Tyson Realty own the property 954 Winton Street. It was confirmed by the secretary in their office when I called. Feel free to call and complain as much as possible... I know I will be daily.

    That building has been there for years and years, I remember at one point in time it was even worse, it wasn't even boarded up.

    I wish I could buy a property and just let it sit there and rot. This is ridiculous.

    I know it only recently got boarded up (again) with the shingles removed. I love that someone kept trying to scratch of Joe B's artwork of the gutter kids. It was the only thing "dressing up" the building. I guess people are happier living with this derelict building as long as the street art is "nicer."

    You can see their past L&I violations thanks to the spiffy new L&I website: City of Philadelphia: Home

    I also believe that they're in violation of the city's new functional window and door policy, which can carry very serious fines. Call L&I and report them for that.

    Cannot stand this house. Someone yarn bomb it, please.

    Isn't a doors and windows violation in order here?

    This is also the first I've heard of a slumlord actually living in the Northeast as opposed to across the city line.

    This is the funny thing.... The second violation listed (#344824) was issued on August 17, 2012 and all they found wrong with the property was that Rubbish/Garbage needed to be cleaned out?! How did the city not see the violation of the functional windows and doors?!

    Naked Philly did some great digging about the tax issue too.

    This is crazy. Straight ridiculous.
    "Mayor Nutter" tweeted me that it would get resolved fast.
    No changes. No attempts to change. Nothing has been done by this sh*tty owner.
    I am going hardcore now... Gonna call daily to the property owners and the city.

    The doors and windows law has as a prerequisite that the block must be 80% occupied. While I believe that that area would meet the 80% requirement, L&I must make some effort to establish that fact. L&I is not good at actually reading and understanding the laws that they are tasked to enforce. They prefer to take shortcuts, send out unjustified citations, and see what sticks. I have had a "doors and windows" violation dismissed by the inspector when I called him on his failure to meet the preliminary 80% occupied requirement.

    The doors and windows are uncovered!!!

    For now.

    They're definitely doing work on the house, although it looks like they just may be putting on another shoddy covering over the exterior.

    I heard there has been massive renovation work done. I'll have to check it out as I have learned to avoid that block. We'll see... Any pics? Will be awhile until I learn to tread there again unless it is really cleaned up!

    Update: the house appears to have occupancy. It's looked like this for over a month now:



    Too bad it still has that powdery residue on the sidewalk from the new facade...would that qualify as some kind of violation?

    But still much more preferable to what it looked like before.

    Yep, looks like they finally cleaned that building up, thankfully.

    Now only a couple dozen more properties to tackle in the area...
