Default ATV's and Dirt bikes during warmer months

As a life long resident, every time it gets warmer we see more of this on public roads.

There should be a city wide ban on these things and the people who sell them on Passyunk ave. I know PPD won't chase them since it's too much of a risk, so every year we hear two stroke motors. What makes it even more odd is that when they do take them from the rider, it gets sold at the PPA auction just to return back on the road.

Enough is enough. The city needs a plan to deal with this as every year it happens.

Just stop expecting things from the city now and you'll be less disappointed when this summer is the same as any other summer.

Cops are full of excuses, empty on action.

Scrolling down quickly, I at first thought the guy in the San Fran shirt on the mini was Shane Victorino.

Gunfire erupts in South Phila. again | Philadelphia Inquirer | 03/09/2010

Gunfire erupts in South Phila. again
    By James Osborne

    Inquirer Staff Writer

Gunfire broke out for the third straight night in a residential neighborhood in South Philadelphia, leaving residents afraid to step outside.
"I heard seven shots. My son was playing across the street, and I ran outside and grabbed him," said one woman, who asked not to be identified. "Every night this is happening. It's ridiculous."

The latest victim was a 30-year-old man shot in the chest at Dorrance and McKean Streets around 6 p.m., according to police. He was taken to the University of Pennsylvania Hospital and was in critical but stable condition shortly after 7 p.m.

Police were patrolling the neighborhood looking for the shooter last night.

"We're hearing there's three different gangs battling, but we're still trying to get to the bottom of it," said Sgt. Thomas Cairns, a patrolman in the First District.

Early Sunday, 17-year-old Azzim Dukes was shot and killed at 19th Street and Snyder Avenue. A vigil in his memory Sunday evening drew about 30 people to the site of the shooting, as well as a police presence, but was interrupted by gunfire.

Shots sent the crowd running, but police had no idea where the shots had come from, Cairns said.

Caesar Contreras, owner of a water-ice store on Snyder Avenue, said he could not recall another period when gun battles were so frequent.

Louis Whitaker, a resident, said: "The drug dealing's almost 24/7 in this neighborhood. They have the dirt bikes and the four-wheelers and go every which way if the police are chasing them."

At the end of the block of rowhouses where last night's shooting occurred, a patrol car watched the street as residents gathered outside the water-ice stand.

The woman who declined to give her name circulated a petition, hoping to get her neighbors involved and perhaps to give police the shooters' names.

"If people don't stand up, it's going to get worse and worse," she said. "And it's not even hot yet."

More often than not, it's kids well under the legal driving age who are operating these things. They have no impulse control, underdeveloped motor skills and reaction time, think they're invincible, and have zero parental oversight and zero morals. It's a wonder more people aren't killed by these things. I've had some very close calls on my bike when tweens/teens on four wheelers whizzed by a few inches from my handlebars.
