Neighborhoods toolbar link broken

When I use the "Neighborhoods" link in the toolbar (Home, Forum, Neighorhoods, ... at the top of the page), I consistently get the message:
There is no content in this section
The neighborhood forums are displayed, but selecting any 'hood from the list results in this message.
Using the Forum link in the toolbar works as expected.
I'm using Firefox 16.0.2 with Windows XP.

looks like it might be dead. same null result with firefox 17.0 and safari, both on a mac os 10.8.2
