PHA Problems in SWCC
Following a few posts on Beat Patrols, I thought it important to open a forum where we could discuss the continuing problems that exist within PHA, and how their decisions impacts all who live in SWCC.
To begin with, I've overheard that some neighbors were upset with a statement I made urging all to contact Sen. Grassley and request that he compel HUD to sell PHA properties. Many believe that the sale of these properties would be at the expense of diversity of class, age and culture that subsidized housing provides. This may be true if HUD could oversee PHA, and PHA could manage all of their properties. Unfortunately, this is not the case, and the Scattered Sites and HCV homes in my area of SWCC have only added the following:
Kenyelle Worrell, Rapist, last address of 2200 Fitzwater. A Housing Choice Voucher property owned by Holy Trinity Baptist Church.

Ernest Meyers, Drug Dealer, Associate of Elliot family of 1522 Catharine Street. A PHA owned property. Note names of all codefendants.
Stephen Allen, Tenant of 2200 Fitzwater, A Housing Choice Voucher property owned by Holy Trinity Baptist Church. Note the codefendant's name: Joshua Davis, at this time arrested for loitering.
Joshua Davis, Murderer, and associate of Stephen Allen, see above.
Kevin Lyons, Drug Dealer, Banned from PHA, yet, continues to live and deal from either 2133/35 Fitzwater, both PHA properties . His mother, Elizabeth is the only legal tenant on the lease.
Rasul Turner, Drug Dealer. Evicted from 2221 SAS, a PHA property, yet continued to sell from the property until it was recently vacated by all tenants

What about 1827 Fitzwater? This is also owned by Holy Trinity and in addition to the registered child sex offender who no longer lives there, neighbors have heard plenty of rumors about drug related activities.

I think this list is a great start to addressing some of the problems with PHA in the area. Highlighting know issues with PHA properties. We should keep this as updated and extensive as possible (and publicized!), while also keeping to proven facts (the links are great) and away from hearsay.

I agree PHA needs to sell properties. Reality shows it cannot adequately maintain, monitor, and police them. Its properties are the the biggest contributors (or one of the biggest) of blight. It's no surprise. Look at the people running it. It's time to scale down. PHA in its current form destroys communities and makes Philadelphia, well, Philadelphia.

To the OP: I don't care WHAT the objections are to contacting Senator Grassley. He needs to be made aware that taxpayer funds are being used to subsidize blight.
My tax money going to HUD is supposed to be helping families that need housing assistance get it, not to terrorize other taxpaying residents with tenants that lower property values, make it hard to sell (or buy) properties, and make neighborhoods dangerous to live in. This is totally unacceptable and we should not tolerate it.
If PHA cannot police its properties, then PHA should get its funding cut and its mission reduced to where it can demonstrate competency, and its properties that cannot be managed should be sold off.
You sure you're not getting your black churches mixed up? I always thought the Fitzwater addresses were owned by Church of the Lord Jesus Christ of the Apostolic Faith at 22nd & Bainbridge.

After looking at the Megan's Law Website, it does appear as if HTBC has evicted the registered child sex offender--at least there is no one on the list with the particular address of 1827 Fitzwater.
Sorry, I mixed up my addresses. 2201 Fitzwater (across the street to the north) comes up as "TRUSTEES OF THE GENERAL ASSEMBLY OF THE..." I believe the rest of that, if there was room to include it, would say Church of the Lord Jesus Christ of the Apostolic Faith.

Apparently the drug dealers living at the address (2200 Fitzwater) and those who have been arrested with a convicted murderer and one tenant who has been arrested for attempted rape have different ideas. As HTBC is the landlord, they must fulfill their obligation to make sure their tenants are not involved with illegal activities.

Someone needs to enroll the PHA board of directors in a basic economics course. They bought (or were gifted) these properties low, and now its time to sell high and use the proceeds to buy more properties in less price-inflated areas. Sh*t, if they sold a half dozen of there scattered site homes in Grad Hospital, they could buy an entire city block just a few miles southwest. On top of that, I'm guessing a cluster of PHA properties might be a little easier to police/maintain than scattered site homes.
Then again, corruption doesn't follow the basic laws of economics and common sense.
Attached is the docket sheet for Kevin L. Elliott, one of the members of the family living in a PHA scattered sites home at 1522 Catharine Street. He, along with many of the codefendants listed, has been charged with being involved in "Corrupt Organizations" . The Elliott's and the Meyers are part of a gang known as 13th St. Saigon.
It is inexcusable that PHA has this information, yet still has not evicted other members of the family and associates living at the property.
This is yet another reason why we must all contact Sen. Grassley through his aide: Brian_Downey@finance-rep.senate.gov and request that he use his oversight abilities to terminate the disfunctional funding of HUD as it is applied to PHA. A responsible and honest agency must be put in its place.
While PHA whoops it up for the holidays, at the taxpayers expense, we as neighbors of these properties continue to suffer. PHA has almost completely cut out their entire police force, leaving only 26 officers to oversee all PHA properties. Of course, this puts all of us in danger. Drug dealers with guns do live in these houses--that's been proven. They refuse to renovate or upgrade homes that have had, most likely, the minimum of maintenance in decades and, consequently, leave neighborhoods looking like slums. Yet, they do have $100,000's to pay outside lawyers for work which, apparently, they're all incapable of completing on their own.
They're still living large while the rest of the city suffers.

What's to say that the listed tenant of the property, if questioned about criminals living in their house, say they were just there to visit?

Actually, PHA refused to evict them, in spite of the official PHA policy, and despite pleas from the 17th to honor PHA policy and evict them.
Including 1522, we have 1518 Catharine two doors down with a similar cast of characters, also operated by the PHA. And there are 5 other active addresses, although not PHA owned, on the same block, plus sales or portions of sales that occur in the corner store. It's a big problem, and the guys and gals selling the drugs are disorderly and create a nuisance. In addition, they trash other people's property, and send their kids over to do the same on a regular basis. The adults also make terroristic threats. We have had two shootings so far this year.
Dorothy Blocker is a joke. PHA doesn't mind having blood on their hands. It would be great to get news coverage on this. The attitude is disgusting.
"Yeah, we know which of our properties involve murderers, attempted murderers, and drug-dealers. And we know the properties make the surrounding area look like $hit. And we know someone in these properties may rob and assault you. And we know we subsidize it. But please try to understand, housing them is more important than your and your family's safety. oh, and by the way, would you mind contributing $25 for our holiday party?"
