On-street parking for Isgro's patrons only?

Walked past Isgro's last night and noticed half of the block they are on had signs set in concrete-filled recycling containers that said 'parking for Isgro's patrons only' on one side, and a PPD 'temporary no parking, violators will be towed' sign on the other. Are these legal/enforcable? Can businesses get permits for temporary parking for their patrons only?

Well Isgro's can.

Swing by today and tomorrow for a fun scene with block long lines, free coffee, a half drunk santa, police and cars double parked everywhere. It's a bit of a kooky tradition.

There's another place on Christian that has their own reserved parking. I think it's either the pork place between 8th and 9th or Twelve Steps Down. If I had a car, I'd be buying some buckets and cement.
