It's standard crowd control practice for the police to close South Street at Broad after large free events let out (in this case the celebration on the Parkway)

People make too much of that quote. I don't have a beef with Street the doofus saying black folks are not just figureheads but at key posts throughout city government (which is what he meant but said incredibly stupidly). I have a beef with incompetence and corruption of any color in city government.
Look at the numbers. Philly is like 45% African American. This festival is welcomed here for that reason and because to turn them away would be akin to saying something like "we don't want your kind here." After the "wilding" incidents in Fairmount Park several years ago as well as the alleged rapes, we had a chance, as a City, to say thanks but no thanks to the festival. But because of attitudes like Street's, the festival continues to come here every year, costing us a LOT of money and not really giving anything back.

I don't really have a beef with "your kind" coming here when "your kind" really is college students from competitive fraternities and sorrorities. Its the uneducated hangers-on crashing the party that are the problem, at least from what I read. I.E. its the locals, the same ones that cause problems at every other event, that are the real problem. They are just looking for an excuse, one month its Mardis Gras, another its the Greek Picnic.
I'm saying that as long as the event remains closed to actual participants and they coordinate with the city to keep its location under wraps (which I understand is how its been the last couple of years) I don't see the need to turn away tourist dollars for the behaviour of our home-grown local idiots.
