I've seen topless sunbathers in Rittenhouse Square in the past. Nobody really seemed to care too much. Personally, I'm all for it. I never could understand why a glimpse of a female nipple is such a horrible thing, while men walking around in public flaunting their hairy nips is A-OK.

#2 It is legal in Philadelphia. They made a few phone calls to the Law Department and as long as she isn't inciting a riot, a female walking around topless is legal.

#3 Aparrently in NYC she got arrested & may be taking legal action. Maybe she was hoping for the same here or maybe she was just enjoying the hot sunny day and was letting the girls get some sun.

See, that's kind of the point of all this, I guess. What you do or don't want to see is irrelevant. There are plenty of people out there - fully clothed - that I would prefer not to lay eyes on if I had my druthers. That's my problem, though, not theirs.
