I've had a lot of strange stuff illegally dumped in front of my apt, but this wins hands-down. what looks to me to be valuable - a HUGE coil of large plastic piping, maybe 15ft, black, approx 6" opening. I called 311, but it seems a shame to let this go to waste. PM me if interested.
