    Default Regulations on business hours?

    Thought I'd ask this question in here, since there are a number of business owners who frequent the place:

    Are there any City regulations on when businesses can open and close? I realize there are rules regarding bars and such, but I'm wondering about businesses not associated with alcohol (i.,e, restaurants, take-out places, retail shops, etc.)

    Any insight would be appreciated

    Yes and no. Depends on the type of business for classification purposes, and whether or not the business is in an area primarily zoned residential(zoning and actual use are two totally different things that people often get tripped up about. If 75% of the block is residential, then certain types of businesses are limited in hours)

    So, we're talking about a take out joint in my old stomping grounds that a former neighbor is having trouble with. It fronts on Washington Ave., but is a corner property, so the side and rear of the property are on a small north/south side street. That side street block is 100% residential and I'm pretty sure the entire block (including the take-out joint) is zoned R-10. The take-out place is currently staying open until 2 a.m., and, being a couple of blocks from the subsidized housing between 5th and 3rd, results in all kinds of BS for the residents near that end of the block.

    If you let me know the corner I can be more specific, but from a look of the maps there are next to no blocks on washington that are residential, with the exception of the projects and the north side of washington between 7th and 5th.

    Randolph and Washington. I'm looking at the zoning overlay map (Zoning Overlay) and it shows the whole area as being R-10, but maybe it's not accurate.

    It is. Open until 2 a.m., trash strewn everywhere by the patrons, who knows how many health code violations back in the kitchen, etc. etc. According to the OPA the owner is in Brooklyn, and clearly doesn't give a sh*t about how the place is run and the impact it has on the people that live near it.

    This is the kind of crap that burns me up about Philly (I know it's not just Philly, but still). Absentee landlords/property owners sitting back and making money or land banking, all the while their properties drag down the neighborhood they're in. Complete BS, and little to no enforcement because agencies like L&I are busy putting out even worse fires.

    It's zoned R-10. I didn't have time to look through the documents for their variance, but you can do so (if I'm correct and the address is 523 Washington Ave):
