    Default Monstrosity @ 2nd & Monroe to Sheriff Sale?

    The perpetually under construction condo/townhome? complex on 2nd and on Monroe st. (it's connected to both streets) is heading to Sheriff Sale on Dec. 6th apparently. I noticed an offical sign stating that it was up for Sheriff sale last month, but got postponed. Now, there is a hand-written sign (pissed-off neighbors?) stating that the Sheriff sale will be on Dec. 6th.
    I find it almost impossible to search for the properties currently up for sale at Sheriff sale. The philly sheriff website is absolutely horrible and the current listings are for Jan. 2011? Does anyone have the link to the upcoming properties? And what's with how they organize the list, by some arbitrary # that no one understands? How about alphabetizing it? No wonder they seemingly "misplaced" millions of dollars over the past few decades. Anyway, this property, though a boondogle, is incredibly valuable. It has to be one of, if not the last buildable lots (with multiple parking spots) in the heart of QV. I can't imagine a reputable developer not turning a nice profit on it, even with the work that would have to be done to complete it.

    whats the deal with that place anyway? it does seem like it hasn't been abandoned all together, as little changes happen from time to time. financial problems with the developer? permitting problems?

    Owned by a guy who is based in either ct or ny. He's here occasionally, drives a Mercedes suv with ct plates. He's sucks. He also owns the garage on 3rd and Monroe that goes through to pemberton. From what I can tell he has really lofty plans (like underground garages) and hires a crew of about 3 illegals to execute them. The 2nd Monroe property began on the wrong foot when he essentially sabotaged the original buildings by cutting the joists. 2 3 story houses collapsed in the middle of the night. Lucky no one got hurt. Then began the slow construction of that massive concrete structure. Needless to say the immediate neighbors have been trying to put pressure on him for years. I wonder if the anti-blight initiative could apply here. I read that a fine of 300/day can be applied for each inoperable door and window. That's a huge fine for that property. A few thousand a day would certainly put the pressure on.

    The illegal immigrants he uses as slave labor live right next door to the property in question. The douchebags with the merc. suv come around once in awhile and give them groceries.

    That place is an absolute mess, and I don't see how anyone allowed those plans to continue. There's no way that garage slope into the basement is a legal grade-one winter I slipped and slid the whole way down, and it was a bitch getting back up. Meanwhile, there's absolutely no drainage or anything from rainwater running down it. Their scaffolding that was made with used and splintered 2x4's was quite a sight to behold.

    thanks for the backstory. yeah - i've seen the g-wagon on occasion. more than anything, i hated that place for when they used to have the scaffolding all over the sidewalk, then when they did the curb cut for a garage that doesn't (yet and may never) exist.

    if there isn't a properly licensed contractor doing the work, why hasn't someone gotten L&I all over him?

    A while ago L&I did tell them the scaffolding had to go, but then they just re-applied and got it. I moved out of the neighborhood a year ago, so I haven't really paid any attention. I do have to make a cafe fulya run soon, so I'll walk by and see what's going on these days. They should still have permits on the monroe side, but I imagine they're all eroded away by now.

    I agree with wondering how this got approved. I remember at one point he b.s.'d the community by saying that he was going to put in some type of robotic parking garage to enable the parking of a bunch of cars... no, I'm not joking. I seriously don't know who would buy this thing. I watched them build it and I really don't think there's a single right angle to the place.

    It was sold as a package at the september sheriff sale for more than a million dollars. My lawyer knows the guy and they are going put up some nice homes there.
