It would be similar to Philly relocating the commercial core to like the Sunoco plant along the Schuylkill/76 and then building another underground Vine Street and several massive car parks at the perimiter. to allow for a dense ped/mixed use core that doesn't need surface traffic because the buried it.
I was once riding through an intersection right off the Dam Square (one where motorists have to wait for an eternity for crowds of cyclists before they can even make a right turn) when I remarked to a Dutch friend of mine how much I would hate to have to drive through the city. He told me that a French magazine had recently ranked European cities by how "drivable" they were, and Amsterdam actually came out near the top—way ahead of Frankfurt, for example, a city where cars pretty much dominate the streetscape.
