Default Can this property be sent to sheriff's sale?

I am wondering if it's possible to force a major nuisance/drug property to sheriff sale given the below circumstances. Here are the details:

~$4,600 total owed in real estate taxes
3 liens total, plus 2012 taxes aren't paid at all yet
1st and 2nd liens (2009 & 2010): ~$3,000 owned by Linebarger (they appear to be making small payments on one of the liens)
    3rd lien (2011): ~$350 in a payment agreement

The owner has been making payments, but every year the balance goes up a little bit more, so they are not paying off the balance, just paying enough to keep themselves out of hot water. I am guessing the city/Linebarger are happy to be getting anything at all and wouldn't pursue a sale, but I'd love to be proven wrong.

The city requires taxes to be arears for 3 years. The other lien holders decide upon their own.
You can call the City to see if you can accelerate it. I brought a property to sale, but do not recall it's history when I did it.
