ISN Bank of Cherry Hill became the region's first failed bank of the economic downturn Friday when state and federal regulators closed it and placed it in receivership.

Executing what was described as a "seamless transition" that would have no impact on account-holders, officials with the Federal Deposit Insurance Corp. and the New Jersey Department of Banking and Insurance entered the one-branch bank on Haddonfield Road and took control about 4 p.m.
