    On a related note.....STOP FEEDING THE STREET CATS! The kittens end up being killed in shelters or die over the winter.

    if you see a street cat you can request a cat trap and then they will be neutered/spade and released. So go ahead and feed them, just follow up with these groups.

    PAWS also has low or no cost spay neuter for cats and dogs for residents in specific ZIP codes, 19143, 45 and 46 and . Philadelphia Animal Welfare Society (PAWS) - Attention 19143/45/46 residents: FREE spay/neuter surgeries at PAWS clinic

    And they have a special feral cat spay neuter program $10 per animal running for a few weeks. I don't have the specific details but you call for more info. 215-298-9680
