Well it's not much better than Chuckie but Friendly's waiters do sing to those celebrating a birthday.
Oh, I ddin't realize they sing there. We've spent more holidays/celebrations there than I care to admit.....
You'll be hard pressed to find any chain that sings happy birthday anymore due to the royalty debacle about the song. TGIFriday's, chuckecheez, Chili's, etc. all have their own version of a 'birthday song' now.
Check out the Pop Shop in Collingswood (a short ride out of Phila on PATCO). They sing and they usually have balloons for the kids. Good kids menu and decent adult menu (definitely better than Friendlys).

You might want to ask at Johnny Rockets. I'd think they'd sing to a birthday kid, since they're all about singing and dancing. Their web site says you can even bring in your own cake and they'll cut it for you.

Ruby Tuesday's staff still sings, at least in Plymouth Meeting, and the menu should satisfy groups w/kids, vegetarians, drinkers, meat/fish eaters &/or dieters.
Was going to recommend Farrell's in Oxford Valley Mall but realized it's defunct. So many fond childhood memories of family birthdays, with great grilled cheese, sundaes, and old timey candy & atmosphere. Wow, I'm old.

I grew up in Hamilton and we used to go to Casa Lupita across from Quakerbridge Mall and they'd sing Happy Birthday. When we were high school punks we'd make up someone's birthday in our group for the free fried ice cream.

I think almost any non-chain place would sing to your kid if you asked. I never considered that they wouldn't. I've never been turned down when asked - for a kid or an adult.
Buca de beppo. They'll sing, bring out candles. Family style, huge portions, tacky but definitely better than Chuck E Cheese.
Good call JessMe, I forgot about Buca. For maximum kitsch, request the Pope Room.
