Pennsylvania Hospital has a free Breastfeeding Support Group on Mondays at 12:30 in the Mercer-Hall Building at 8th and Locust (although you may want to double-check the time on that, I last went in August 2009). I know of at least one playgroup that has spun off from that. And despite its name, it feels more like a playgroup, that talks about breastfeeding, and other baby-related things.
I also highly recommend that she sign up for a summer playgroup at the Child and Parent Center at Hall Mercer. They have fabulous, age-appropriate playgroups for moms (or dads or nannies) and babies/toddlers from newborn to age 3, with great facilitators. I found these classes very helpful and enjoyable.
Don't know the latest on how active it is, there's a group called Moms Club, with a Center City chapter.
And this time of year, she can go to a playground and find other moms at the baby swings. Three Bears Park, Seger Playground, Palumbo, Starr Garden, Weccacoe playground, all good places to find moms and babies.
I know Seger (11th and Lombard) has a playgroup for parents and kids ages 0 to 3 that meets on Tuesday (I think) from 10 to 11. I think there are signs posted on the playground for the exact times or you could stop in the rec center during the day to get all the particulars.

There are also mom/baby music classes. She can google The Music Class, which has locations in and near Center City.
I know it is a haul- but the Treehouse in Chestnut Hill has some infant programs. We love it there! Also, try Ali's Wagon in Fairmount.
