    Angry Nutter and the Clown Posse raised our taxes --- again, again and again

    Approximately 25,000 properties will have a change in value and will receive a notice in late September with the new value. Properties with no change in value will not receive a notice.
    Tax bills based on the 2011 Values will be mailed as usual in December and are due March 31, 2013 (with a 1% discount if you pay by February 28th).
    Tax bills will be calculated based on the following formula:
    § Certified Market Value x 32% (pre-determined ratio) x 9.771% (tax rate).
    § The tax rate has increased by 3.6% compared to last year to provide additional funding to the Philadelphia School District. This increase is not related to a change in assessed values.

    I was telling all my neighbors NOT to vote for Nutter, reminding them of how he has continued to dig his hands deeper and deeper into our pockets and all I would get from them was a sort of confused blank stare. Just don't get it.

    NOT, they will triple all assessments and roll back the tax rate for 2013.
    Except they raised everyones tax by a 3.6% increase 2013.
    PLUS 25,000 homeowners will have their taxes increased 2013 in addition to the 3.6% rate increase for all residents.
    This is a City Council and Mayor Nutter Conspiracy to rob the Homeowners of the City of Philadelphia.
    Friggin robbing everyones sales transaction with a 2% sale tax is not enough for our crooked politicians.

    The homestead exemption won't do anything for you this year but it may get you ahead of the rush for the tax bill based on AVI in Feb. 2014. Or maybe they'll kick the can down the road again, who knows. And now since it doesn't matter Nutter says they won't release the numbers for what actual AVI assessments would have been till they send out the 2013 bill on the old assessments so people won't get confused.

    Homestead exemptions are now due Novemeber 15 for consideration for 2014.

    Homestead Exemption
    Along with the new values, the City will be introducing a new tax relief program for homeowners called the Homestead Exemption beginning in Tax Year 2014. If you have already submitted an application for the Homestead Exemption, it will be processed and held for Tax Year 2014 and future years. If you have not already applied, you will receive an application in the mail around Labor Day. Applications received by November 15, 2012 will be reflected on the Assessment Change Notices going out in February 2013. Applications received after that will continue to be processed, but may not be shown on the Assessment Change Notices. This program will not be in effect for Tax Year 2013 and applications do not have to be submitted by July 31st, as previously announced.

    This whole thing is so back and forth and somewhat confusing. Either way, I've already mailed mine in.

    What I don't get though is if they are going to mail everyone in the city a tax relief form in November (or whenever), and everyone mails it in (why wouldn't you), what is the point?

    Well they want to say they gave everybody a chance. But if you mean why give everybody the exemption, why not just lower the millage rate - well basically it makes houses less than around $250k cheaper to own, houses worth more or commercial properties more expensive.

    The form is a certification that your property is your primary residence.

    Oh yeah. Now I get it. Its only available to home owner residents, not rental property owners. They can't tell that if you don't fill out the form.

    More $$ for the school district. I'm so sick of hearing this. What's their current deficit? How much did Arlene Ackerman cost us? What did we get in return??

    City Council will continue to run the updated budget bills as they evolve changes in costs for the operation of the City Philadelphia.
    Our City must maintain a balanced budget.
    Raising of the taxes is done at the decision of the members of City Council and our Mayor (You voted them into office).
    The Democrats are screwing the residents.
    Then they put a carrot on a stick in front of the horse. They claim they will lower your property tax if you are a resident.
    That is actually impossible since they must reduce the tax for all residents equally.
    THIS IS A BIG FAT POLITICAL LIE.
    No one ran against NUTTER. City of the Dumb people voted the Tax and spend Democrats into a majority.
    Now, we are all paying higher taxes and there is a red light camera on every block.
    The current administration did not help improve our educational system.
    Meanwhile, Nutter needs more casinos.
    Nice Gestapo tactics.
