What I have found is that at least 100 grand a month was being paid to and from p.h.a., f.h.a., and federal housing contractors a percentage, all being done with federal tax dollars with no permits, no inspection's , and without any work being done at all. and that some of the work that I and many others who inspected was not even done at all, and that some work that was done without these permits and inspections fell well below minimum requirements mandated by our city of philadelphia department of licenses and inspection's.
I have also found out that these payments were being made monthly weekly anually and seasonally, and I know that our F.B.I. ".How this can be proved, is that certain people should be held responsible for thefts and frauds which occurred under their watch, and if not what was their job? I know personally of, and I mentioned previously whose job I thought it was to prevent STOP these thefts and FRAUDS to the american taxpayer, but as many even our district attorney mr. patrick meehan told me " see no one cares"
And that these officials whom I have mentioned thruout are fully aware of these theft's and frauds, and are now wishing raises and retirement compensation from you guessed it right. or to run as part of a poltical machine.
I guess we have one of 2 choices
1 _ we can allow these thefts and frauds to continue and pay more to help the homeless and the poor and allow our police and fire and library's to close.
2_ ask questions as to how much is being stolen and given away without permits or inspection's

Does PHA require a city permit "complete with inspection's") before payments are made?
Does PHA reimburse for work not inspected by the city of phila's department of L&I?

I figured id start this month a little earlier than nov3rd 1998, especially since it is their beginning the 12 year of ignorance to thefts and frauds within housing.
I just wish I had a small percentage of the amount of revenue being lost to the city of phila's dept. of L&I.

I think he's on to something, I just can't figure it out.. don't have the time to try.. and avoid eye strain induced headaches at all costs.

I read it back to myself and it makes perfect sense. No permits or inspection's are required for taxpayer funded work being done by pha or fha. They are scamming the system, only they are also policing this system as well. Why do you think that not one official is making a single comment? Is it because, They are all aware of these thefts and frauds, but do not wish to make any waves because it might detriment their own careers as it has done mine? No prosecutions were ever raised on these accounts either , because, it is not a federal crime to steal money from taxpayer funded p.h.a. .
