Correction to the article - the 5th District doesn't cover any of East Falls. 100% of EF is covered by the 39th, which also covers other areas, like most of Southwest Germantown. I also doubt that the 14th is the most populous district in the city - my guess would be that the 35th is more populous, but both of these are guesses.
