He's been spotted masturbating in our neighborhood in several places (W. Gtown) as well as in W. Mt. Airy. He's African American, probably about late 20's to early 30's. He has been around our neighborhood in the early morning and seems to have been frequenting W. Mt. Airy in the daytime.

A voyeur is someone who watches others masturbate, not someone who masturbates in front of others. That's an overtly hostile act and often leads to more hostile and more violent behavior when they can no longer get their thrill just from exposing themselves and have to intrude further on their victims to get off.

I've seen him at Knox and Queen, a neighbor has seen him down by Coulter, the police CAUGHT him in the act over on Winona, as has a friend over in West Mt. Airy (not sure of exact spot).

My neighbor it turns out has also called the police twice about him. Kind of blown away that he's still gotten away with this for so long, I first heard of him about a month and a half ago... and my friend had a run in w/ him last Friday (when she witnessed it).

Just remembered, police were also called on Glen Echo (is that right) about him.

I'm around that intersection all the time, so I will definitely keep an eye out and tell all my neighbors to do so. But I'm a bit confused about the police involvement too...have they been called but didn't catch him, or was he caught and released, or what? I haven't seen any reports on Everyblock about this.

Embarrass the hell out of him. The next time you see him, make a scene and point it out to all who will look. Point, laugh and laugh hard. While you're at it, get a good description of the car and the perp, and create signs you can hang on telephone poles near where he's been spotted. Even better to have a pic of the offender and their car.

Wouldn't this just potentially move the problem elsewhere? I mean obviously we don't want it continuing in our neighborhood but it seems to me it's better to catch the guy rather than get him to move on somewhere where people don't know to be vigilant for him. (I get that part of your suggestion, namely getting the description or a pic of the car, would help in catching him, I'm mostly talking about the first part. And I'm honestly curious about opinions, not just ragging on your suggestion.)

I've watched enough bad T.V. to know that embarrassing the guy is probably not a good idea. Not to get too liberal on y'all, but really he needs to get caught by police and hopefully he can get some help. If the police aren't going to be of any help, then maybe someday who actually has some real expertise in this field can weigh in on what should be done.
