    Default Trash can, bags, etc. in front of houses-Can anything be done??

    First, I have to admit that I have been offender of this offense. I started when I saw others on my block placing their cans and bags out front without being ticketed. It was not too bad when cans had lids, but it has now become a plague on my block as almost anything goes at this point.

    I have plegded to put my trash in my backyard and only place it out the night before trash day.

    Hoping that someone from EFCC (or anyone else that can help with this problem) reads this post and we can ask the appropriate agencies to start issuing tickets to stop this growing problem.

    Default 311 will result in...

    the Streets Department trash cops coming out. You can also try the 39th districts' community relations
    and/or sanitation officer.

    IIRC after meeting with some representatives of SWEEP:

    If the trash cans are on private property (a porch, stoop, front lawn), there's nothing they can do.

    If the trash cans are on the sidewalk, they can and will be ticketed by SWEEP if you call it in to 311.

    Just a thought but maybe put a friendly flyer in peoples mail boxes as a "reminder" to bring you trash/recycling cans in before reporting everyone. This would give them time to adjust before getting a ticket. I know we are a little lax about bringing our cans in the same day the trash comes, but we do keep them in the back yard.

    I agree with ovie. Seems a bit dickish to say you used to put your can out but now that everyone else is doing it also, you want them ticketed.

    You can even lie if you want to. Stick a flier in neighbor's doors reminding them to not leave their cans out. Say that you are letting them know since you got ticketed for doing it and you want to warn them so they don't get fined.

    But yeah, since you were part of the problem, you owe it to your neighbors to treat them like people and not just try to get them fined.

    +1 except the lying part. Just tell them they need to get it off the sidewalk/street. I'd even do a second reminder after a couple of weeks.

    If people still aren't in compliance, then you could resort to getting them ticketed, but you probably don't have to. People tend to take cues from others. If no one else has left their trash out in this way, an individual will be less likely to do so, and if he/she does will be an outlier.

    There's a house on the 3600 block of Calumet that has built a trash/recycle planter that hides the cans during the week but also holds several containers of plants. It seems a great way to keep trash out front without having the cans or the odor ! Perhaps one of those?

    This is the least of Stanton's problems quite frankly.

    Something as simple as pulling up the weeds growing up from your sidewalk and curb in front of your house would help to improve the appearance of the block tenfold. There are also a few houses down the hill on Stanton, between Frederick and Ridge that are absolutely disgusting. One has a ton of cigarette butts on the sidewalk out front. Others have trash on the porch....and the smell....

    Sadly Hypebeast you are correct about the weeds as well. As for some of the other comments. I have reached out to some of the new neighbors and let them know about the law. In fact, by posting this on Philadelphiaspeaks I was hoping that people would become aware of the law. It is not my desire to have people ticketed but the situation needed to change.

    Walking around this weekend, I noticed that this is still a problem. Even worse, that particular part of the block has a ton of leaves on the sidewalk that no one has bothered to rake up.

    Is the block more renters than owners?

    I think it's about 60% owners / 40% renters if I had to guess.

    Suggest you email/call/write the landlords directly, as they may be easily able to put a stop to it. I have this issue with some of my rentals and I've asked the neighbors to notify me so that I can read the tenants the riot act. If they don't stop then obviously they are bad tenants and I will evict them. Much better win-win situation all around than just resorting to 311 immediately.

    However if the landlords don't respond, then 311 is certainly your friend. Hit them in the pocketbook.

    Are you talking about the leaves, or the trash? Does the lease stipulate who is responsible for the leaves? Just asking. Last place I rented the landlord took care of the sidewalks, but I never checked the lease to see who was legally responsible since he was doing it.

    The trash. I'm responsible for the leaves per the lease. The rentals that I've had issues with are college kids, and I assumed from the beginning that if there are potential issues with them following the very specific rules about trash that they won't bother to do *anything* with the leaves if I left it up to them to handle!

    FWIW any landlord worth their salt should spell out these responsibilities very clearly in the lease (along with snow removal, maintenance, etc)
