    Downs Hall Auditorium, Philadelphia University Upper Campus on Schoolhouse Lane almost directly across the street from the Independence Plaza Apartment buildings. Free parking available.

    Proposed first floor use: Florist and gift shop, including pre-packaged foods. One window sign and one 1.8' x 1.8' projecting sign.

    Is a variance needed? If so, why? I thought that Conrad Street is identified as a commercial district. I can't imagine a commercial district imposing restrictions upon a flower shop above and beyond whatever building and health codes the city already has in place.

    A variance is required. The building is zoned residential. Full disclosure: Peicha Chang, the owner, is on our Board. She operates a great business - Falls Flowers - she was at the Marketplace. The storefront has had businesses in it for decades and has perfect windows for a flower and gift shop. The EFDC supports this application.

    That flower stand was nice. This could be a cool addition to Conrad. Any other retail spots in that building?

    Any word on the old pharmacy space? I see they are working on it.

    Oh duh sorry. I assumed it was the big boy across the street that is being rehabbed. Quite odd that this requires a variance.
