It's a marker so snowplow drivers don't hit the hydrants, in the advent of deep snow.
Bet it helps delivery trucks and other large vehicles not hit them while parking, turning, etc.

It's beginning to look a lot like Christmas.
And, if the plow driver pushes snow over it, the firefighters can still find the hydrant in case they need it. I'm from Upstate NY. Hydrant markers are everywhere up here because of the insane amounts of snow.
I was just saying I wish they would put one of those on the hydrant adjacent to the Southside Pizza parking lot at 20th & Carpenter which has been backed into and knocked over again for the umpteenth time.
It indicates that a fire hydrant exists.
