I have some experience managing a phpBB database, it's not too difficult, but can be tricky, and I've never dealt with the volume that PB had.
The thing I don't get is, why no placeholder page? Putting up a quick "philly blog is dead, have a good one" note is easy as pie. I'm guessing whoever ran it was happy to wash their hands of it.
The only remaining person with admin access who could do such a thing has no tech background. She's a marketing person. She cut off the other owner's access who did have the ability to create such a page...and that's how Philadelphiaspeaks.com got started.
To make this a little easier to understand, imagine a dorm room that you and your roommate share and you host parties there. Your roommate gets in a disagreement with you about how the parties should be organized, when she only is in town like 3 days a year. Your roommate locks you out of the dorm room when she is there one day. Parties cease and your friends are disgruntled. Your former roommate doesn't return calls, emails, voicemails, etc.
You move into a new dorm and start having parties there. A lot of the people are irritated because the party population is down--friends don't know which wing the new room is in, what time the party starts, etc. Eventually, all your friends make it there and life goes on.
Understand this better? You're never getting back into the old dorm. No sign will be posted on the door. Etc., etc.

Your explanation was awesome. I can't ell you how flooded with suggestions I was near the end. People just didn't grasp that none of as had access to the controls.
Our community organization included a note in its e-newsletter saying that Phillyblog had a new name and a new web address, PhiladelphiaSpeaks.com . Close enough...
