    Philly police lieutenant waited to report friend's drowning in her pool, sources say

    Sources said Perry objected to providing detectives with home-surveillance footage of the incident. "We got a warrant," McGinnis said, "just to make sure we covered our bases."

    Police obtained the footage, which showed Perry and Cummins talking near the pool. Cummins went in for a brief swim, got out, then Perry went inside her house, McGinnis said.

    Cummins entered the pool again, but went under water moments later and didn't resurface, McGinnis said.

    Perry returned outside about five minutes later, and appeared to call out to Cummins several times as she looked around the yard.
    Well that's strange.

    Perry, 52, could not be reached for comment. She is currently assigned to the Differential Police Response Unit because of an ongoing Internal Affairs investigation into allegations that she stole public utilities, sources said.

    Wow, that's CSI episode worthy. The strangest part in my view is that he was swimming in a murky, algae filled pool. Who would do that?

    definitely seems like there's more to this story...the comments on the article said she was getting money from LIHEAP, I don't know of any Winchester Park residents who qualify.

    This is just strange. And who would swim in a pool that was so dirty you couldn't see into it.

    She is now arrested with another officer for theft of services and related charges.

    Is it safe to assume that if a police officer is found guilty of 'theft of utilities' that they will be terminated? After all, aren't the police supposed to uphold the law, not break it? If these two are found guilty and not terminated, where do you draw the line between cop and criminal?

    30 day suspension with intent to dismiss. I don't think the other shoe has dropped yet on this one.

    A 30 day suspension without pay precedes all firings. It is simply an administrative tool to prepare paperwork, reclaim city equipment (gun, handcuffs, etc.), separate the worker from medical and payroll, etc.

    Don't get all caught up in the wording. Any officer charged with an indictable offense is fired.

    In some other cities the officer is suspended pending the outcome of the trial, sometimes with pay.

    This is not the case in Philadelphia where they are fired after simply being arrested (charged).
