Yeah, City Hall seems to have problems collecting from people that even have the money.

Here was when I got the Obama campaign to own up to its bills.

Obama's campaign owes city 24G and it would be welcome | Utor, non abutor

Obama's campaign has now paid in full for the events investigated. | Utor, non abutor

Adam, why are you trying to make city employees do work? The way to go is to just keep adding/raising taxes until all the people who voluntarily/proactively comply make up for the people who don't, since passing simplistic laws is the path of least resistance. The benefits and pensions for the city employees have to come from somewhere, you know.
Welcome to Philadelphia. Here's how you can help us make our great city even better:

    * Write to your elected officials
    * Report suspicious activity to the police department
    * Is there an abandoned/nuisance property in your neighborhood? See if it is tax delinquent. If so, maybe you can force it to go to sheriff's sale.

In fact, amounts owed between 61 to 90 days have decreased from $1.5 million in 2009 to $19,050 in 2012.
I don't know what bit of city culture makes City Hall not collect funds due, as with current account property tax delinquencies going down, we might be moving forward. It's a long road....

Considering that most of the bottom list is defunct and bankrupted entities, this is another list of illusionary money the city thinks it can get, but never will. Ames?! Maui?! And most of the events incorporate separately each year just so that they avoid paying stuff like this. The city has to get out of the rent a cop business.

The Phillies have been raking in cash over the last 5 years and think it's ok to stiff the city like that.

Or bar any principals of any event from future permits - period - till they pay their back debt for event police services. You can't use security guards to reroute traffic around a street fair, for example.

Unfortunately that wouldn't stand in court. I do, however, think that any out of town company(i.e. universoul circus) or event that has no credit ranking should be forced to put the money up front. They already have it through ticket sales and entry fees pre-collected, so it really isn't a stretch to request it, say, 10 days prior to an event.

Not for political protests but a street fair is not First Amendment protected speech.

Sorry-I meant that, unfortunately, one cannot hold anything against a corporation due to a principle. As Romney loves to say, "corporations are people, too".

Now, what could happen is a simple friggin' credit check. New corporation? No philadelphia presence? Cash up front.

Even on some of these-I'm really wondering if the city did due diligence(I hate that term, but it really does apply here). They have billings out for 'chuck e cheese' and 'cricket'. One problem-I'm positive that neither corporation ever employed their services. Why? They're franchises. The individual franchise would be responsible for the bill, and if they never billed (Joe Schmoe Inc. DBA Chuck E Cheese)? They'll never see their money.

Actually, I did a quick google to see who dibo auto salvage was-only because a lot of strip clubs go under auto salvage incorporations(long story as to how I know this). It turns out that this is an old story-and the news points out many points made here:
Phila. police owed $6.7 million, report says - Philly.com

Looks like many bills won't be getting paid.

I'll try to make a long story short since I have an appt in 5 minutes.

In order to open a strip club, a million hurdles have to be passed and it usually ends in a no from neighborhood groups and therefore the zoning board of adjustment. With one exception. Areas zoned g5 industrial. In those plots, anything goes.

In the city, the cheapest g5 land available is junkyards. A strip club and bar can be opened without a variance or single approval needed from anyone. The mob and shady folks always have an auto salvage guy under their belt for a myriad of obvious reasons. Eventually these guys figured out the loopholes about g5 property, got in business with the auto salvage yards, and voila.

What's the appointment? Walk thought QV to torture yourself about how much you miss it?

Heh, who doesn't have an auto salvage guy under their belt? Hell, I'm not mob or shady, and have a couple, but that's not the issue.

That would explain places like Daydreams, Ricks (old Crazy Horse), and probably even a couple others. Never thought of that. Thanks for teaching me something new.

More importantly, how did you come to know about this? And even better: are any places open now that still operate like that? I want the long version of that story.

There's one by the auto mall that is definitely in the same style of business. Can't remember the name of it, but I know people who work there.

I'm confused, if it's already "anything goes", why not just buy the land under any old LLC and open a strip joint?

The existing business is often a shield for the people who actually own the place.

Where do we send the bill for the Occupy Philadelphia OT?

Oasis? Across from the auto mall on Essington Avenue. Used to be a couple large junkyards.

6100-6200 Passyunk Avenue on the south side. Same thing. Used to be a group of junk yards and now a strip club.

Never understood why they popped up at these locations. Makes sense now.
