I can't speak from experience but I would bet sunrise is pretty great from the Plateau.
Sunsets on the BF Bridge are awesome. They're actually quite spectacular in the middle of the winter when the sun is further south.
One of the most incredible sunrises I've seen in recent memory was when I was house sitting for a friend in West Philly.
They live on one of east-west streets of the Southwest grid below Baltimore. The bay window of the bedroom I was in faced southeast over the lower Schuylkill.
It was a great way to wake up every day.
Caught the tail end of a sunrise on the BF bridge this morning. It was real nice, never seen the city illuminated from that angle before, and the clouds made for a real colorful sky. Too bad I was running and didn't have a camera on me...
