Photo Records Philadelphia Electric Sub Stations 1923 - Info???

I buy and sell a lot of antiques and odd stuff. I came across these today - love them but I'm not really sure what I'm dealing with.

There are 12 photos, each photos is backed with linen. On the reverse, there is information on which substation and which room in it.

Each photo has perforations saying "Phila Elec Co 4-4-23". Photos are approximately 7x 10".

So, what is this - some kind of record keeping? Are these of interest to anybody? Value?

It's probably record keeping by the company itself. Maybe showing new construction, or upgrade, etc. It's very common.
