    Windows on side of Bell Telephone Company Building have been bricked up to guard against damage in possible enemy air raid.

    Without any automobiles revealed in magnification, the fashionable lady's outfit in the front of photo, and Roman Catholic's (1890) tower/observatory in distance, Broad and Vine, I would put photo in mid to late 1890s.
