Housing Development on IRS Site

Just looking at the area east of the Blvd at Haldeman (the IRS grounds) on Historicaerials.com and noticed a huge housing development was there from at least the 40's to the 60's. Anyone know what it was? Could it have been housing built for the war effort? It resembles the housing in Pennypack Woods if you're familiar with that area. Thanks for any input!
