I tend to agree with the "unwilling or unable test" idea, although I can't understand why there aren't more clear outlines on how that test should be constructed. Either way I think we need to cut back on the aid to Pakistan, albeit not completely (you have to still stay engaged if you hope to drive policy in your favor).
