Default Orange mesh on many PECO POLES

Would anyone know the purpose of the orange mesh- like plastic on many PECO poles?

Reflectors to discourage cars from running into poles. I thought there was a thread a while back in which this mystery was conclusively solved, but I couldn't find it in a search.

I read PECO's reply, I believe them. But my experience is with one about 8' from a curb or on the opposite side from traffic flow, most likely as a parking aide now that I read their rational. Thanks!!!

The reflector is already attached to each pole prior to delivery to its site, so the pole will have a reflector no matter where it is to be placed.

The grids appear to be the leftover bits from a manufacturing process that stamps out a bunch of little 1" x 2" rectangles for some other purpose. I bet PECO gets them cheap, and the small investment pays off since it reduces the number of poles that get struck (those poles aren't cheap to purchase or install).
