Water, Sewer & Stormwater Charges

Does anyone know whether or not if the City of Philadelphia is collecting a water, sewer and/or stormwater user fee from the state or federal governments for their properties in Philadelphia? Or perhaps if the City is charging itself water, sewer and/or stormwater impacts of its properties (such as the Fairmount Park System)?) I read in a rate hike hearing officer's report that private citizens only own 50% of the land in Philadelphia, so...

It sounds like the City is forcing businesses and residents to cover its problems with the EPA/build a "green" initiative, without making all stakeholders (i.e. government entities) pay their share.
