City Tries To Crack Down On ATV Drivers In Philly
No, I wasn't the one who called FOX29. But I'm guessing maybe the 26th District might suspect I did since I did send them the YouTube video to their e-mail the day I posted this thread.
In the fall i was walking my dog up at Lemon Hill. There was a d-bag on an ATV going all over the place. conveniently, there was an officer from the 9th sitting in his patrol car doing god knows what, in full view of what was happening 100 yards away. i knocked on his window, and asked if he was going to do anything about it. He replied, "Ramsey won't let us chase these guys" and began rolling up his window before he said the word chase.
A-HOLE! he's older, portly, and bald. I've seen him around Fairmount ave. and wasting tax dollars/resources, i mean idling (btw, illegal) up the the park monitoring peaceful dog walkers and runners, but that's besides the point.

That is the official police policy. I saw an ATV stopped at a traffic light right next to a police car. Light turned green and they both drove off. Why get a license and insurance; just drive an ATV around the city. The City says it doesn't have the manpower to crack down? These things are worth thousands of dollars each. Confiscate and sell them to fund enforcement.
Yeah, its kinda a dumb policy, cause it just gives people the impression that its okay.......thus the guy who is perfectly okay riding up next to the cop car at an intersection or the d-bag in the park 100m from the cop.
They need to do something.....or maybe it comes from the state, requiring licensing for these things? ( I know I don't generally advocate for more bueracracy). The people selling them shouldn't be allowed to release them with out providing a provisional registration and proof of insurance. Make them non-street legal motor vehicles. Require tags, make em bright orange.
And honestly, can someone really sue the city if they get injured while trying to evade the cops? Or is the no chase policy to protect innocent bystanders and property?

Exactly. There is no reason a policy cannot be developed to deal with this issue. A sense of lawlessness is what emboldens people to commit more serious crimes. Concurrently, it also alienates the law-abiding constituents of a community.
I understand there are risks to giving chase. But I think there are enough lawyers in this City where we could come up with some reasonable alternatives.
