I get a lot of illegal dumping at my corner apt, but this is the winner. Approx. 15 feet (it's coiled) black plastic pipimg, approx. 6-8" opening. I called 311 & they'll (hopefully) pick it up in a few days, but this looks to be worth a lot of $$ & it seemes to me that someone else could use it. PM me for location & it's all yours!
