    Hilarious article. I spent a lot of time in Norris Sq when a friend lived there. Found more positives than negatives there.

    You find that article funny ? I live here and see this every day,Some where the humor was lost for me !
    You could be correct about the positive and negative part, only about 5 negatives NSCA,Pat DiCarlo,Maria Sanchez,drugs and crime. With about 5000 positive people looking to have a better life !

    we do have great people in the neighborhood but they have been beaten down....you should see the crap they will put up with because they are scared of 'the city'. It's like China during the cultural revolution and we have a few self appointed dictators who know what's best for us serfs working the land and how dare we try to own our little piece of it. People hide in their homes and don't say anything for fear of reprisal or they mouth the same blanket statements, no such thing as community meetings...I can't even get a solar trash can on my street from Norris Sq. Guess us serfs are not good enough and are destined to live in our own trash...makes me so disgusted.

    I find the article disturbing to the fact that tax prayers have been dumping millions upon millions of tax dollars into this community for the last 20 years and that all it has produced was the need for even more tax dollars to be funneled in via Maria Sanchez , that obviously are showing no results..this group of croneys did just receive yet another 14 mll. In stabilization funds and are already chomping at funding for more low income housing already just 3 months later.
    When is enough enough and the writing is on the wall ..GERMANTOWN sound familiar ?

    Pretty interesting article. One thing I did find kind of amusing is that wet and PCP were separate. I can't believe people still think it's actually made from embalming fluid (formaldehyde). XD

    Thanks for posting this link. It is shameful that Norris Square has not particpated in any type of revitalization. In fact, it is just the opposite when all the surrounding neighborhoods have flourished.

    On a side note, I just searched how many properties the Norris Square Civic Association owns and came up with 82. HOLY MOLY! What is going on over there ? That is a HIGH percentage of properties owned in the area by one civic association. And probably some sweet real estate "gifts" from the City in the past. I saw that they even REFIed the property that is being "donated" to WCRP. Why is the Civic Association using properties as piggy banks - pulling money out with cash-out REFIS ? At some point, maybe a reporter will look into this more closely.

    And it seems like Pat DiCarlo is more than happy to keep it that way. Guess she likes neighborhoods with crime and drug dealers. God forbid gentrification happens and improves the area.

    People like DiCarlo become irrelevant when a neighborhood improves. That's why they try and keep these areas down.

    This is a common tactic with the larger non profits who hold lots of real estate... the property itself is a savings account that can be tapped at any time to cover a cash-flow problem.

    Why do you think Universal Companies is suddenly interested in selling off the Royal Theater? They need the cash.


    In a way, some CDC's preserve blight through this manner because they lock up property, mortgage it out to raise cash and they're able to do it well over its market value so they can't sell it off but because they're overextended they don't develop anything on it, either. NSCA has a large army of rental tenants and property maintenance that it has to perform on a daily basis not to mention the social services it runs--that sucks up cash like a vacuum cleaner.

    Every time they're gifted with more land, it's just another opportunity for NSCA to pull their balance sheet loaded heavily with assets to leverage a private mortgage.


    And there sits quite a vast amount of rotting parcels in NSCA's territory that it cannot or will not develop other than their coveted properties close to the Park.


    This was the game that Germantown Settlement was playing for eons before it collapsed.


    And it was the same game that Pat Freeland and the Spring Garden CDC was playing when it was donated tons of property in Spring Garden and Francisville using Fumocash---and the only development that CDC ever had to show for itself was a surface parking lot.
