    This is some amazing stuff , Guess when you have zoning in your pocket or the owners of the land you develop are the R.C.O. you can build what and where you want , well thats what wcrp and norris sqr. say!
    Keeping in mind that this project was shot down by a 61 nay 20 yes by the direct community at the one and only meeting !

    So, the RCO process hasn't started yet so no RCOs exist in the area, which means no neighborhood meetings are required. If this were after August 22nd, you're correct that NSCA would not have been able to host a zoning meeting because of their financial interest in the project. But, only one meeting would be required. So the developer would be free to write a letter to the civics and head to the ZBA anyway.

    That would have to be an assumption RIGHT ?
    The RCO is the civic witch is the landlord witch is investor ! who hosted one meeting got shot down admits they can do nothing to change the plans.so this is how it works ?
    deal with it GTFOH with that ok !
