    Default Advertising Circulars= Litter

    Our densely populated neighborhood is littered with those ad circulars again. Please respond to this posting if this annoys you and if I get a good response, I'll take it to our councilman to encourage enforcement of the littering laws that apply to this and maybe also encourage a stricter set of rules.

    Is it safe to assume you already have installed a "circular non-delivery" decal?

    For others who may not have one, yet, you can get started below:

    I can attest that this works. I've seen a night-and-day change since I put mine up.

    ...save for the huge stack of "waste-of-paper" yellow pages books though. Not sure why they don't have to follow those rules like the circulars do. Lobbying I would assume.

    +1 on the circular-free decal. Definitely works.

    I signed up there a while ago, and I *think* its gotten better, while it may not be perfect. For a while, it seemed like I was getting a new yellow pages book about every other month. I think I got one recently, but it was the first one I can remember in quite a while. Can't hurt to give it a shot, at any rate.

    totally works. 2 months so far and only one offender - Dominos.

    Yep - I've seen Dominos as well. If I see it again, I'm going to call them and let a manager know they can be fined if they disregard the circular-free system. If that doesn't do anything, then I'll report them and see if the fines actually happen.

    Thank you for the responses. I'm more concerned about the litter around the neighborhood than just the litter on my front door. Philly's ordinances require that a distributor of advertising materials must either hand the materials directly to the owner of private property or deposit the materials in a manner to prevent them from being scattered by the elements. Since I see advertising materials scattered around, the distributors are not doing this. I'd like to see stepped up enforcement of this. But I'm wondering if I'm just an old curmudgeon and no one else is really bothered by all that stuff up and down the street. (Ordinance 10-732.2.)

    As for the yellow pages books, it is illegal to distribute them to any property that has a decal. (Officially, the ordinance restricts the distribution of any "handbill", but defines a "handbill" to include any printed matter. That definitely coveres the yellow pages.) So even a yellow pages book cannot be put in front of a house that has a decal. So I don't think this is a lobbying issue--it's an enforcement issue.

    In any event, enforcement would put an end to it. The fine is $300 per incidence.
