Agree with the thought on the site, outdoor first would be great, even preferable. Dogs love the snow!
Yeah, why not just buy a plot of land and fence it off for an outdoor dog park. That's all I want. I want somewhere I can let my dog of the leash so she can run around at her leisure.
No one says it has to cost nothing. I'd gladly pay a surcharge on my dog license to gain access to the park.

If you use a vet in the city they are required to report your name and the dog's info to the city. Your vet would know how to apply for a license.
I agree paying to use such a park would be more than fair, but frankly if a lot cost $ 50 - 70,000 that's a lot of dog fees up front!

They should just fence in a section of Francisville Playground. There's already a little corner triangle separated from the ball fields and the rec center by a driveway and a fence. Fence it in and let dogs use it. Not the ideal location, but it would work.
