I rewatched some one of those videos. I don't know if there is anything more symbolic than union members standing in way of the rebuilding of a formerly industrial area.
From John Q. Public's vantage point, it seems the only proactive steps the PPD took were to support these thugs. Fed involvement is long overdue. Hopefully Philly is next on this list:

Not really sure how much of an effect you'll see from a few months.
The real problem is jobs though. The relationship between number of jobs and crime in an area is inverse.
