    Default Dogs Barking

    I live near 17th & Green and each morning wake up to the sounds of at least 2-3 dogs barking incessantly. Does anyone else have this problem? It's so loud and I don't understand why the owner wouldn't just put them inside. I've been tempted to walk around to find them.

    i have this same problem with my next door neighbors. talking with the home owner two weeks ago, her dumba$$ bf tried threatening me. that was dumb.

    there's not a whole lot you can do but try calling animal control and get them the address of the house(s) and approximate time when the barking is the worst. if the officer hears/witnesses the barking they can and will issue fines. keep calling too.

    in my experience, people who leave their dogs outside to bark all day could less of a $hite how you or anybody else feels about the constant barking. just start reporting it and get a paper trail going.

    I used to live at 22nd and Spring Garden and had a downstairs neighbor whose dog would bark nonstop from the time he left in the morning until he got home at night. Literally 8 hours of straight barking. I can't tell you how many times I tried communicating with him, emailing my landlord, and making reports to the PSPCA. I reported noise violations and suspected animal abuse (for reasons other than the barking) at least 3 or 4 times and eventually got a call from a PSPCA worker saying that I had to stop reporting it because he had come out to investigate and didn't hear the dog barking at the time. Oh, also he "had more important cases to deal with". He told me to just keep talking to the dog owner, who at the point, been letting the dog bark nonstop for close to a year, according to other apartment neighbors who had been living there longer than me. Long story short, the PSPCA is useless when it comes to noise violations unless you can get them out there right when the dog is barking.

    In the end, I ended up moving after living in that apartment for only three months. It was an absolute hassle but getting away from that god forsaken idiot dog owner was the best thing I could have done. Hopefully you are renting and have the option of moving.

    I would call the 9th Police District 215-686-3090 and speak with Police Officer Paula Robinson. She works on community relations/quality of life issues and may be able to deal with it... or send you in the right direction.

    I think there are a few dogs on the 1600 block of Green across from the school parking lot whose owner lets them out in an alley all the time and bark whenever somebody walks by.

    I'm pretty sure you are talking about the dogs across from the Masterman lot. The owner has them out during the night and they not only bark at passing dogs but at each other. It's highly annoying and disrespectful to the neighborhood.

    Why don't you just kidnap them and drop them off somewhere in Upstate NY?
