I'm curious to know what others think of this plan. If you regularly drink at a bar/restaurant there isn't much you can do to avoid the tax other than to stop drinking. But if you are a smoker why wouldn't you just purchase a carton outside of the city on a regular basis. That would deprive the city of the new tax and also the current tax on cigarettes. Why does Nutter think the city will raise an additional $67 million? Wouldn't most people quit smoking or purchase their cigarettes elsewhere?

IF MAYOR NUTTER gets his way, smokers and drinkers could be forking up some big dough in city taxes - but not all of them are fuming about it.

Sonny Deniro, a server at Jon's Bar & Grille at 3rd and South, said he opposed the new sin taxes - until he found out the money would go to the schools.

City schools "need help," said Deniro, 27, a parent of a child who hasn't entered school yet. "They should raise it up even more."

Nutter proposed two new taxes yesterday - a $2-per-pack cigarette tax and a 5 percentage-point increase in the city's "liquor-by-the-drink" tax - to raise $67 million for the financially beleaguered Philadelphia School District.

He's also promising $28 million in improved collections of existing taxes to aid the district, which has requested $60 million from the city, $120 million from the state and $123 in labor savings to fund its massive budget shortfall.

Both of the tax hikes would require authorization from Harrisburg and approval from Council.

"Now it's time for our political leaders to step up or step aside," Nutter said at a news conference.

2013 Primary Election

Election day is less than two weeks away and no one has started a thread on the candidates so I will. Unfortunately, IMO, the majority of the candidates are nothing to write home about.

Today, the Inky has endorsed Brett Mandell.

Now for the judicial candidates.

MC
Henry Lewandowski
on-line bio on his website states that he is currently in private practice and in-house Counsel for LU98 IBEW. (Ugh!)
He has the Democratic endorsement but is not recommended by The Philadelphia Bar Association.

MC and CP
Tracy Brandeis Roman
Not recommended by the PBA and not endorsed by the Democrats.
Public record indicates that whe and her husband were in foreclosure (June 2012) but an Order to Discontinue without Prejudice was just entered on 5/9/13. She also has a 2010 Code Enforcement judgment by default against her for $600.

Frank Bennett
Not endorsed by anyone and not recommended by the PBA. However, I have heard good things about him. He is very active in his Northwood community and is a pro consumer attorney. It was recently reported that he is representing residents pro bono in their fight against another Methodone Clinic in the NE.

MC
Martin Coleman
I thought he withdrew from the race in March but Chris Brennan recently reported that he is recommended by the PBA.

Robert M. Kline
Recommended by the PBA
Public record indicates that there is an unpaid PGW lien filed against him in March of this year.

Dawn Tancredi
Endorsed by the Democrats but not recommended by the PBA.
Her background is in real estate and zoning law. I don't know if she still is, but she was representing Holmesburg residents in their on-going fight against the proposed Methodone Clinic on Frankford Avenue.
In MC court, she would sit in civil and criminal court. IMO, I don't think she has the experience to sit in criminal court.

CP
Stephanie M. Sawyer
Recommended by the PBA
Public records reveal a history of PGW liens and two (May 2012 and December 2012) are still unpaid.

CP
Sierra Thomas Street
Not recommended by the PBA
Originally endorsed by the Democrats but that endorsement was withdrawn after the incident with her son.

According to the recent article by Chris Brennan, others NOT recommended by the PBA are:

Deborah D. Cianfrani
Conor Corcoran
Leon King, II
Rania Major
Jon Marshall
Sean P. Stevens
Shoshana Bricklin

And I personally have a problem with candidates like Kenneth J. Powell, Jr. and Anne Marie Coyle who run as both Democrats and Republicans.

I don't have the time to research everyone so feel free to weigh in with new or additional info.

When I read this article, I thought the name seemed familiar. Sure enough, Rochelle Bilal, Guardian Civic League President (or past President?) is back in the news again. This time it's the FBI investigating. She allegedly held a "created" position for an undisclosed salary in Colwyn at the same time she was a cop in Philly. She was responsible for the shut down of a cop to cop peer-run website, domelights.com.

Commish to investigate cop who broke rules to take suburban post - Philly.com

My favorite quote in the whole article comes from Council President Tonette Pray who refused to discuss any Colwyn business with a Daily News reporter. "I really don't give out information. I really don't give interviews," Pray said. Ya gotta love it, a City Council President who by her own admission "doesn't give out any information". That would about sum it up!

I agree with nearly all of these points; however, I think they should have discussed how particular industry sectors contributed to job growth in the other cities whereas Philadelphia did not have a strong presence in those sectors - but perhaps this is a chicken/egg argument. Nonetheless, I think you can make a fair argument that Philadelphia should not have LOST jobs.

PHILADELPHIA—Lorraine Dispaldo, 58, of Philadelphia, pleaded guilty today to 30 counts of mail fraud, one count of wire fraud, one count of conspiracy to commit mail and wire fraud, four counts of filing false personal income tax returns, and one count of bankruptcy fraud. Dispaldo was charged in September 2012, along with then-Philadelphia Traffic Court Judge Robert Mulgrew, in an indictment alleging a scheme to defraud the Pennsylvania Department of Community and Economic Development (DCED). U.S. District Court Judge C. Darnell Jones, II scheduled a sentencing hearing for September 16, 2013.

Dispaldo, who was an administrative aide to an unnamed Pennsylvania State Representative at the time, helped orchestrate a scheme to fraudulently receive and misuse Pennsylvania state grant funds awarded to non-profit groups.
